Most people who work online know about Elance & oDesk  but I thought I’d list it here because I still find them to be the best. You can find any type of freelancer you need , it lets you reach out to them first (you don’t have to post a job and wait).

Craigslist – www.craigslist.org

Craigslist is often overlooked as a place to find freelancers, but you can find great help here. The downside is that unlike a freelance site, you’re on your own. You have to discuss terms and build trust with the freelancer directly (in other words, no escrow system or anything for protection). But professional service providers like designers and writers regularly check Craigslist, and not so much Elance or vWorker, when looking for new clients.

Warrior Forum – www.warriorforum.com

Warrior Forum is the world’s biggest Internet marketing forum and it has a section for hooking up with freelancers. Quality of services offered here range quite a bit but since it’s geared toward online businesses, you can find all kinds of services. Like Craigslist, it’s up to you to negotiate yourself with freelancers without any kind of interface. You have to join the forum first in order to use it.

99designs – www.99designs.com

99designs is a site that specializes in design work. It has a unique system where you the client hold ‘contests.’ You’ve probably hired designers and not been happy with the work before. Well, on 99designs, you can pick which design you like the best. Since the freelancers there aren’t necessarily professionals, the work can vary a great deal in quality. The contests system allows you to pick the one you like best.

Wherever you search for freelancers, try to build long-term relationships with repeat jobs. This way, they’ll gain a strong understanding of what you’re trying to do with your online business.
